According to information from WABetaInfo, the purpose of the new feature is to give users the choice of a primary profile photo, which will be seen by everyone when starting a new conversation or being viewed in groups, and an alternative and private profile photo.
In the private photo option, the user can select who will see their photo, which can be anyone, only contacts, or a specific list of chosen contacts.
This new feature is still in development, and there is no estimated date for its availability, as it will be tested by beta users.
